What does "Blamestorming" mean?

Blamestorming:

Blamestorming is a humorous play on the word "brainstorming" where people get together and try to figure out a solution to some organizational problem. In the case of blamestorming, the thing they are trying to figure out is who's fault it all is. It's the organizational process of sitting down to figure out who to throw under the bus during the assignment of blame, shame and regret over some unfortunate outcome or shortcoming or debacle such as a PR catastrophe, a failure to meet targets, quotas, or deadlines, or some other perceived calamity.
